PUERTO PEÑASCO, Son - A great natural treasure not far from Yuma is the Pinacate and Grand Desert Biosphere Reserve, a crater-filled desert landscape located about 30 miles (50 kilometers) from Puerto Peñasco on the road to Sonoyta, Son.
The state of Sonora offers local residents as well as visitors the opportunity to discover the great mysteries of this scorching hot region of North America and all the flora and fauna that can be found living there.
A place that offers great hikes, scientific investigations and even scenery for films, El Cerro del Pinacate borders Sonoyta, several miles away from the international border and the coastal highway that connects Puerto Peñasco to San Luis Rio Colorado.
In El Pinacate, tourists can take a simple weekend camping trip with the family or in groups, always accompanied by an experienced guide or someone who is familiar with the reserve.
For a small fee, visitors with a four-wheel-drive vehicle can enter the biosphere and see cinder cones, volcanoes or craters as well as spend the night in camping areas.
Activities at the reserve, where the main mission is to preserve the ecosystem and promote local sustainable development, include hikes during the day, camping and photography or video.
Managed by the federal government of Mexico through the National Commission of Natural Protected Areas, El Pinacate became a reserve through a presidential decree on June 10, 1993, based on the General Law of Ecological Balance and Environmental Protection.
Among the main activities hikers can enjoy is the view offered when standing on a moonlike landscape several miles in length. It is the Santa Clara Volcano and the Sierra El Pinacate. Ten rare craters dominate the landscape, along with 400 giant lava cones, the biggest dune field in North America and granite mountains that are among the oldest in the area.
Lucky visitors may be able to see one of the 245 insect and animal species in the area or one of the 560 plants, nine of which are native to the area as well as one animal, the El Pinacate chameleon.
Also, there are more than 63 plants and animals that are protected. Among them are the Sonoran pronghorn, borrego cimarrón (bighorn sheep) and cactus.
Visitors can also see prehistoric culture at the San Dieguito complex with ruins more than 20,000 years old.
There are remains of other cultures such as the Amargosa and the Hia’ced O’odham, which were the precursors to the O’odham, as well as being the destination of Jesuit expeditions and great discoveries.
Once visitors hike one of the cones, they can see beautiful views of the Sonoran Desert, the volcanic floor, gigantic craters, ash tubes, lava, sand dunes and the Gulf of California. Before entering the biosphere, visitors must register at the Biology Station, where they receive information and recommendations from the station's staff, as well as park rangers who patrol the area.
Without a doubt, the biggest attractions are the maar craters such as the Cerro Colorado, Celaya, El Grande (Sykes), El Verdugo (McDougal), Kino, El Badillo, El Trébol and El Elegante. Maar is a German word for a crater lake.
Among the animal species tourists can find are hares, pronghorns, wild boars, coyotes, gray foxes, mountain cats, deer and borrego cimarrónes (bighorn sheep). These mammals have adapted to their environment with excellent camouflage and in order to detect them, one must look carefully and from a safe distance.
To see the birds that inhabit the region - such as the red-tailed hawk, orioles, cardinals, white-winged doves, sparrows, shrikes, woodpeckers, killdeer, golden eagles, vultures and quail - visitors must be patient and wait in silence.

PUERTO PEÑASCO, MEXICO (KOLD) - Mexico has had it rough lately. Tourism is down because of the border violence and recent swine flu scare but I found a glimmer of hope for Tucson's so-called beach getaway.
Thousands of Arizonans converged for a three day concert event in Rocky Point providing much needed economic relief for a tourist town feeling the pinch.
Tempe based band Roger Clyne and the Peacemakers (http://www.azpeacemakers.com) rocked the beaches of Rocky Point over the weekend for Circus Mexicus. This bi-annual event has become a pilgrimmage of sorts for the band and their fans.
Circus Mexicus kicks off with a fundraiser called "Hot Dog a Smile." Drummer PH Naffah came up with the idea several years ago, "there's a lot of kids out there that never had what I had so I just like to something for those kids." Those kids live at the Esperanza Para Los Ninos Orphanage on the outskirts of Rocky Point. "100% of the profits go to the kids," explains Naffah, "plus a lot of our fans stop by the orphanage on the way down to bring clothes or they'll call ahead of time to see what they need."
Fans like Becky Enderlee, "I brought clothes, toys, Barbie Dolls, and whatever. My kids are grown up and I can't think of a better place to bring it." 18 year old Shannon Musugades agrees, "it's nice knowing the money goes to a special cause, it's nice knowing ph is doing something and he's helping out Mexico."
But the band is quick to give credit to their loyal fans who raised 11,000 dollars for the orphanage last year alone. At the close of Saturday's concert Roger Clyne told the crowd, "please do not forget you have that impact, it doesn't belong to us and thank you for sharing that." Roger Clyne and the Peacemakers will be performing in Tucson on August 29 at the Rialto Theatre downtown.

How Safe is Mexico?
Dear International Living Reader,
A reader emailed recently to say: “I had pinpointed Mexico as ‘my’ place for retirement… but the violence has been so disturbing, I am having second thoughts about my plans. I’d appreciate any insights that you have on the subject of safety in Mexico.”
He’s not the only person to ask. So let me spend a few minutes today giving you my take, from here on the ground in Mexico.
First of all, I understand the reason for the question. While my wife, Suzan, and I live in Merida (quite peacefully, I should say) we do follow the U.S. news.
So we know: “If it bleeds, it leads.” And with the media these days feeding a 24-hour news cycle, you couldn’t be faulted for having the impression that all 757,000 square miles of Mexico are a mess. But they are not.
Yes, there are places in Mexico where drugs are produced, imported, processed, or shipped to market. The drug cartels are fighting over them, and they are to be avoided.
(Much the same way you’d avoid rough areas of Detroit or Miami or Los Angeles.)
But even so, that leaves you about 90% of the country to enjoy. And that 90% is welcoming and safe. In fact, all the same characteristics that attracted us to Mexico eight years ago still keep us here today. No matter what the mainstream media up north may say.
We like the fact that it still feels “old world” here, that we can wander to the town square in the evenings and watch young lovers cuddle on the benches and old lovers dance cheek to cheek to live music. We like that we can walk back home after midnight without a care. We like that while we have all the conveniences of the modern world--internet access, cable tv, reliable phone service, air-conditioned malls and movie theaters--we can also enjoy the slower pace of life here.
No question, safety plays a big role in our analysis of the destinations we recommend. If you can’t feel safe there, we don’t suggest you go. Readers write, occasionally, to point us toward the U.S. State Department’s travel advisories and suggest that we should be taking our lead from that list.
So let’s examine that. Mexico is not one of the places included in the State Department’s current Travel Warnings. (Travel Warnings are issued to describe long-term, protracted conditions that make a country dangerous or unstable.) There are currently 28 countries on this list--including Israel and the Philippines--but not Mexico.
The State Department does have in place currently a Travel Alert for Mexico, set to expire August 18. (Travel Alerts are issued to disseminate information about short-term conditions that might pose a threat to U.S. citizens.) But this alert advises, as I just have, that you simply avoid areas known to be violent and use the same sorts of “common sense precautions” you would anyplace in the world.

As she puts it, “I work long hours and work hard during the season, but that is the life of a chef. I could be working my tail off in the sub-basement of a hotel somewhere, or working here with my feet in the sand and a view of the ocean framed by palm trees.”

The Future is Bright

Happy New Year! 2009 is here and I believe that it’s going to be a phenomenal year. Though I’ve often been accused of being overly optimistic, I do believe that this year will bring many unexpected blessings and surprises. I’m old enough to have lived through several economic ‘down turns’ and I’ve learned that everything comes in cycles. And I believe that all the political, social and economic signs point toward the approaching of an upswing in the Real Estate Market. .
While many would argue that our Real Estate Market here in Rocky Point will take longer to recover than the market in the States, I maintain that our Mexican Beach tourist location will allow us a similar, if not quicker, recovery period. I believe that there is a backlog of buyers who want to purchase property here in Penasco but are waiting to see what the U.S. economy is going to do. However, with stabilizing housing industry strategies being put into place, continued historically low mortgage rates, low gas prices, low Real Estate prices and elections completed, I think we should all expect the U.S. economy to start moving upward.
It is time to break out of the paralysis of trepidation that we have been living in. We should stop dwelling on the negative and maintain a positive mental attitude. Difficult to do? Perhaps, but we should all determine to take advantage of the many opportunities that are upon us.
Should you be contemplating the idea of purchasing property, be encouraged. Deals including incredible pricing as well as creative terms of purchase are never more available than in a down market. Now is the time to take the leap and buy. Beachfront property is limited and historically will be the first to see its values start climbing. Don’t wait and once again find yourself saying in a few years, “if only I had bought that place in Rocky Point back when it was priced at …” The time is now!
Or perhaps you find yourself in the position that you need to sell your property here in Penasco. We are now in a ‘buyers market’ and that means that the time is ripe for sales and lots of them. A favorite movie of mine, The Field of Dreams, finds the main character, Ray Kinsella, hearing a voice speaking to him and saying, “If you build it, they will come”. A baseball field in the middle of a corn field is the ‘it’ which supposedly needs to be built. Ray does indeed build this field and yes, they do ‘come’. Likewise, our community is built and ‘they will come’. They are coming now. The Coastal Highway is open and they will be coming in larger numbers. Be encouraged my friends.
And then we have the Real Estate Professionals. Kent White, outgoing President of our Local AMPI chapter, wrote in his December article that perhaps “the most important accomplishment of the year (2008) was to join forces with all real estate professionals in the town to create inclusion and unity…” We have indeed accomplished this and we will bring a united presence of energy with a positive influence on Real Estate here in Puerto Penasco.
It is true that many agents left town or the industry as a whole over this past year, but those of us who have stayed are survivors and are determined to find innovative and enhanced ways to produce business and be successful. We will position ourselves for the return of the market.
Our AMPI Chapter members will not miss the opportunities at hand to take our association and our individual careers to the next level without compromising our fiduciary duties to our clients, the public. We believe that the outlook is exhilarating and we will continue to increase the skill level in our profession through continued education and training so that we can best represent our patrons. We are situated to utilize the most advanced systems and tools as a cohesive group to offer our clients and prospects the best in technology and all that it has to offer in today’s market place. Our local AMPI chapter and our ‘Honor and Justice’ Committee will work to enforce our Code of Ethics and we are committed to elevate our standards of practice to build greater public confidence. GOVERNOR ANNOUNCES PLAN FOR FASTER TRAVEL
TO/FROM ROCKY POINT
Public-Private Partnership Expands Lukeville Port of Entry
PHOENIX - Governor Janet Napolitano and her Sonoran counterpart, Governor Eduardo Bours, today announced that the Lukeville-Sonoyta Port of Entry (POE), the popular gateway to Rocky Point for Arizonans, will be expanded to accommodate the growing number of travelers.
The port was built more than 20 years ago and is not large enough to handle the amount of visitors who travel to Puerto Peñasco (Rocky Point) and return to Arizona on holidays and weekends. The announcement was made at the 2008 Fall Plenary Session of the Arizona-Mexico Commission (AMC)/ Comisión Sonora-Arizona in Hermosillo, Sonora.
"Many travelers returning from Rocky Point have experienced the 5-hour line at the Port," the Governor explained. "Stakeholders on all levels - federal, state and local - worked hard on the first public-private effort to ease the congestion at the Port or Entry."
This binational public-private partnership between Arizona and Mexico was developed by the Tourism Committee and Transportation, Infrastructure and Ports Committee of the AMC. The Committees worked for more than a year to facilitate the flow of traffic for visitors and widen the Lukeville-Sonoyta POE.
The current POE will be expanding from three lanes to five lanes; reducing the wait from five hours to three hours during peak times. Customs and Border Protection (CBP) has agreed to staff the port once it is expanded. The expansion is estimated to cost $2.5 million, which has already been secured through public and private sector agreements. Enhancement work is anticipated to take less than 12 months.
The Arizona and Sonoran Offices of Tourism, the Arizona Department of Transportation, Customs and Border Protection (CBP), the Federal Highways Administration (FHWA), General Services Administration (GSA) and their Mexican counterparts, including Puerto Peñasco Convention and Visitors Bureau, partnered with the AMC on this agreement.

Choosing the Right Lot for Your Home in Paradise
The best way to get exactly the house you want in the exact setting you desire is to build on your own land. A vision of your finished home, with prerequisites, such as ocean views, waterfront, in a particular neighborhood, close to your sister, the “musts” that will be required when your home is finished, will help guide your lot choices. You may already be the owner of a lot, but if it is not a great lot for your purpose, then you would probably be wise to seek a lot more suited to your project.
Your licensed realtor should be your close partner in the search for a lot. Around 200 lots, at last count, are listed in the Puerto Peñasco MLS, and there are even more that do not show up on the MLS. Give your realtor your prerequisites, as well as your budget for land, and let him or her find the properties that meet your requirements, and have clean titles that can be conveyed to you. After unsuitable properties have been whittled out by your realtor, you can concentrate on choosing a property that you like and that will be suitable for your building project. With so many lots on the market, your realtor may be able to help you negotiate excellent prices, and you should be able to find your dream lot at an attractive price.
When making your offer on a lot, be sure you know the boundaries of the lot, any lot restrictions, and whether the CCR’s of the area will be compatible with your building vision. You might want to ask your realtor to make any offer on a property contingent on surveying and marking the boundaries at seller expense, and disclosure of lot restrictions and/or CCR’s, with your approval of their terms. These contingencies will help you to be fully informed, thus avoiding future surprises, and will help the seller by getting the property back on the market quickly if the contingencies reveal incompatibilities with your plan for use of the property. Once your dream lot has been purchased, and you have the deed or a bank trust in your possession, then you are ready to start building your dream home!

How to Make Your Second Home in Mexico

If you’re not ready to move to Mexico permanently, then why not try it out for part of the year? ...You have absolutely nothing to lose.
In some parts of Mexico rentals stay in high demand for much of the year. Savvy owners may cover their yearly condo costs by renting their property out for a few months. The rest of the year they can enjoy it themselves...free of charge.
In Huatulco, for instance, on Mexico’s Pacific Coast, a three-bedroom condo can earn you from $1,200 up to $3,000 a week, depending on amenities and view. Three to four months’ worth of rental income during the high season (October to May) can cover a condo’s yearly costs--including mortgage, maintenance, utilities, and insurance.
Monthly and weekly rentals are a huge market for beach destinations like Huatulco. In fact, in some beach towns there can even be pressure to keep leases short for beachfront and near-beach properties. That’s because these properties can command very high weekly rates during the high season.
Longer term rentals in Mérida for a three-bedroom house in good condition, with garden space and a pool, can run about $1,500 a month. In San Miguel, depending on location, a three-bedroom home can run anywhere from $1,200 up to about $4,000 a month.
But there’s a catch...you’ll need to make sure your property is kept in good condition, with good-quality furniture and appliances. Even if it’s a casual beach place, don’t go too cheap on furnishings--things will start to fall apart and you’ll spend much of your rental income on repairs and replacements. You can likely find rustic and casual furniture at local shops in most cities. For high-end furnishings you may want to go to a department store. (Liverpool is one Mexican chain; Sears also carries furniture, including a separate Pier One division.)
Kitchens should be fully furnished. In addition to large appliances, include a microwave, coffee maker, either a toaster or a toaster oven, and of course dishes and cutlery.
Some owners don’t include telephones and televisions, as they consider these to be high risk for breakage and abuse. In many places high-speed Internet service is a basic necessity; consider installing it if your property will be rented for four- to six-month stretches.
Your bedrooms should be large enough to fit either a queen-sized bed or two twin beds, plus a dresser, with room to walk around the bed.
Once you rent your vacation house or condo you will need to pay 25% tax on your rental income. Your management company should be able to collect rents for you, give receipts to tenants, and pay any IVA (value-added tax) due.
Getting a management company and setting up your property for rental takes time. But most owners find that having a second home they can enjoy--and that helps pay its own way--is worth all the effort.

The shipping company Holland America confirmed the arrival of cruises to Puerto Peñasco, as part of the project that the Committee of Promotion to the Tourism presented. The Coordinator of Tourism, Epifanio Salido, explained that the project is to be finished in 5 years and it will rely on the first arrival of cruises in 3 years, this is in order to have the propitious conditions so it is supported as a route of cruises to the Sea of Cortes, always taking care of the environment, for which we will take our time to keep a sustainable tourism, so we grow in promotion, in new destinations and new ways of tourism, but supporting the ecological balance.
